How Amendment 79 changes the math in Arkansas

Amendment 79 caps how fast the taxable part of your assessment can rise: 5 percent a year on a homestead, 10 percent on other property, with a freeze for owners 65 and older. Your statement shows both the taxable and the appraised value. When they are close, a reduction lands on the next bill. When there is a gap, the appraised value is the ceiling your taxable value climbs toward every year, so lowering it lowers each year that follows. It is also the figure the county carries into its next reappraisal, the one that governs additions and improvements, and the one a buyer inherits when the cap resets at sale.
