Federal Way Property Tax Appeal Guide

Federal Way is bigger and more varied than it looks from the freeway. Twin Lakes, Mirror Lake, Dumas Bay, and the Pacific Highway South corridor each price differently — but the King County Assessor's mass-appraisal model groups them more loosely than the actual market does. That gap is where most overassessment cases live.

There is no single Federal Way housing market. A Twin Lakes mid-century, a Mirror Lake split-level, a Dumas Bay waterfront home, and a 2018 build off South 320th all carry the same ZIP code and almost nothing else. The 2026 median assessed value for a Federal Way single-family home is around $542,000 at an effective rate near 1.00 percent, with a median bill around $5,000 — but that single median hides exactly the variance that drives most overassessment cases. Appeals go through the King County Board of Equalization on the standard county schedule.

Federal Way's residential market spans Dumas Bay waterfront, Twin Lakes mid-century, Mirror Lake split-levels, new construction off South 320th, and properties along the Pacific Highway South commercial corridor. These submarkets price very differently. A 1970s split-level in Mirror Lake and a 2018 build off South 320th are not really comparable, even at similar square footage — but the Assessor's model can group them. Properties along SR-99 / Pacific Highway South face commercial-corridor adjacency drag the model often misses entirely.

How the appeal process works

  1. 1

Open your notice and lock in the deadline

Federal Way value notices generally arrive in summer. The deadline to file an appeal is 60 days from the date stamped on the notice itself, with July 1 as the outer bound. Whichever is later is your real deadline. Find that date and put it on a calendar before doing anything else.

  2. 2

Place your home in the right Federal Way submarket

Federal Way comp selection lives or dies on this step. Pull up a map and decide honestly: are you Twin Lakes, Mirror Lake, Lakota, Marine Hills, Dumas Bay waterfront, near-corridor, or new-build off South 320th? Each prices differently. Comps from the wrong submarket will weaken your case more than they help it.

  3. 3

Pull comps within your submarket only

Three to five recent sales of comparable homes inside the same submarket carry far more weight than a longer list of Federal-Way-anywhere comps. Quality of match — same submarket, similar size, similar age, similar condition — beats quantity at the BOE every time. Equity comps (similar nearby homes assessed lower) help where sales volume is thin.

  4. 4

File the petition with the BOE

The King County Board of Equalization handles Federal Way appeals at kingcounty.gov/boe. Filing is free. Attach your submarket framing, your comp tables, and any condition documentation. Online filing is faster and gives you an immediate timestamp.

  5. 5

Defend your submarket framing at the hearing

Federal Way hearings are short, usually 15 to 30 minutes by phone. The strongest Federal Way case opens by establishing why your submarket is distinct (a sentence or two with a map reference is enough), then walks the board through the comp evidence inside that frame. Submarket first, comps second.

  6. 6

Read the decision and decide on next steps

The BOE issues its decision in writing a few months after the hearing. A reduction lowers your assessed value and refunds the overpayment for the year. If the decision goes the wrong way, you have 30 days from receipt to escalate to the Washington State Board of Tax Appeals.

Common reasons to appeal

  • +Your home is within a few blocks of the Pacific Highway South / SR-99 commercial corridor
  • +Your assessment seems to compare your home to a different Federal Way submarket
  • +Comparable sales in your immediate submarket support a lower market value than your assessment
  • +Your home has condition issues, deferred maintenance, or functional obsolescence not reflected in the assessment
  • +Your property record shows incorrect characteristics (wrong square footage, bedroom count, or lot size)
  • +Sales volume in your specific Federal Way pocket is thin and the model reached for less-similar comps

Frequently asked questions

Why does Federal Way have such different home values within one city?
Federal Way includes waterfront in Dumas Bay, mid-century in Twin Lakes, split-levels in Mirror Lake, new construction off South 320th, and the Pacific Highway South commercial corridor. These submarkets price very differently. The King County mass-appraisal model groups them more loosely than the actual market does, which is where most overassessment cases originate.
How does Pacific Highway South corridor adjacency factor into a Federal Way appeal?
Properties within a few blocks of SR-99 / Pacific Highway South carry a discount in actual sale prices that the model does not always pick up. Pulling comps from homes a half-mile inland of the corridor and showing the price-per-square-foot delta is a documentable Federal Way appeal angle.
How much can a Federal Way homeowner realistically save?
A 10-percent reduction on the median Federal Way assessed value of $542,000 saves roughly $500 a year. Larger reductions, especially on submarket-misclassified or corridor-adjacent properties, can save $1,000 or more annually. Federal Way's high effective rate means savings compound quickly.
Can I use Zillow or Redfin estimates as evidence?
Automated valuations like Zestimates are generally not accepted as evidence by the BOE. You need actual closed sales, not estimates. NWMLS, Redfin's sold history, Zillow's sold history, and the King County Recorder are all valid sources for closed-sale data.
What senior exemptions apply to Federal Way homeowners?
Washington's senior and disabled persons exemption applies to Federal Way properties. Homeowners 61 or older with a combined disposable income under $84,000 (2026 threshold) may qualify. Apply through the King County Assessor's office. FairAppeal can occasionally help with exemption applications too. Email hello@fairappeal.com if you want us to take a look.
